Position Overview: The Chief Resident Engineer (CRE) – Infrastructure & Utilities (Bridges) is the senior site-based leader responsible for overall supervision, coordination, and delivery of complex infrastructure projects involving utilities, roads/highways, and bridges/structures. The role provides strategic leadership to the Resident Engineers and site teams, ensures compliance with contract requirements, and drives project delivery in line with safety, quality, schedule, and budget objectives. The ideal candidate has a minimum of 25 years of experience in the planning, design, and construction supervision of major infrastructure and bridge projects with significant wet utility interfaces. What You'll Be Doing: Project Leadership & Management • Provide overall leadership and direction to Resident Engineers, discipline engineers, inspectors, and support staff. • Act as the primary point of contact on site for the client, contractors, and key stakeholders. • Oversee construction supervision for all infrastructure components, including roads/highways, bridges/viaducts, underpasses, retaining structures, and utilities. • Ensure works are completed in accordance with the contract, approved designs, technical specifications, and statutory requirements. • Lead progress, coordination, and technical meetings; ensure timely resolution of issues and clear documentation of decisions. Technical Oversight – Infrastructure, Utilities & Bridges • Provide senior technical guidance on: • Wet utilities: potable water, firefighting, irrigation, sewerage, stormwater drainage, district cooling. • Bridges and structures: foundations, substructures, superstructures, bearings, expansion joints, deck works, barriers, and associated civil works. • Review and endorse design clarifications, RFIs, shop drawings, method statements, ITPs, and material submittals for major works. • Oversee constructability reviews and provide input to value engineering and design optimization. • Ensure structural and geotechnical considerations are properly addressed in deep excavations, foundations, and bridge approaches. Contract Administration & Commercial Support • Monitor contractor compliance with contractual obligations, including program, resources, and quality requirements. • Review and recommend on variations, claims, and extension-of-time requests in coordination with the commercial team. • Support in assessing change impacts, negotiating resolutions, and preparing recommendations to the client. • Assist in enforcing contract terms related to performance, delays, liquidated damages, and warranties. Quality Assurance & Compliance • Implement and monitor the project quality management system on site for all infrastructure and utility works. • Ensure inspections, tests, and quality documentation (NCRs, CARs, checklists, test reports) are properly carried out and closed. • Verify compliance with relevant local authority standards, codes, and international best practices (e.g., AASHTO, ACI, BS/EN, AWWA, ASTM). • Approve key milestones such as section completions, bridge segment closures, load tests, and handover stages. Health, Safety & Environmental (HSE) Leadership • Champion a strong safety culture; ensure implementation of the project’s HSE plan and site-specific procedures. • Oversee safe execution of high-risk activities: working at height, heavy lifting, traffic diversions, deep excavations, bridge launching/erections, and utility crossings. • Participate in safety walks, audits, incident investigations, and ensure corrective actions are implemented. • Promote environmental compliance and sustainability practices on site. Stakeholder & Authority Coordination • Liaise with government authorities, utility providers, local municipalities, and other agencies for approvals and inspections. • Coordinate interfaces between structures, roads, and utilities to minimize conflicts and rework. • Manage communication with adjacent projects, landowners, and community stakeholders as required. • Represent the project in high-level meetings and presentations, providing clear technical and progress updates. Documentation, Reporting & Handover • Ensure robust record-keeping: correspondence, minutes, registers, logs, and as-built documentation. • Prepare and validate periodic progress reports, dashboards, and key issue summaries for the client and internal management. • Oversee preparation and review of as-built drawings, O&M manuals, and handover documentation. • Lead final inspections, snagging/de-snagging, and formal handover of completed works. What Required Skills You'll Bring: • Bachelor’s degree in Civil Engineering or Structural Engineering (Master’s degree preferred). • Minimum 25 years’ post-graduation experience in infrastructure and bridge projects, including at least 10 years in a senior site supervision or Resident Engineer leadership role. Proven track record on large-scale Infrastructure, bridges projects. • Experience working with local codes, standards, and authorities in the UAE is a strong advantage. • Deep technical knowledge of roads/highways, bridges, and multi-utility corridors. • Strong understanding of structural behavior of bridges, foundation systems, staging, and construction methods (cast-in-situ, precast, launching, etc.). • Proven leadership in managing multi-disciplinary site teams and large contractors. • Strong grasp of contract administration (FIDIC or equivalent) and construction claims principles. • Proficiency in interpreting and reviewing engineering drawings and models • Excellent communication, negotiation, and stakeholder management skills. • Strong analytical, problem-solving, and decision-making capabilities under time and site constraints. • High level of integrity, professionalism, and commitment to safety and quality.
