Your Opportunity
We are talent pooling for Business Development Managers who will lead and drive growth within our UAE business across a diverse range of sectors, including but not limited to emergency services, defence, mobility, advisory, aviation, and citizen services.
This role is pivotal in understanding market dynamics, building strategic partnerships, delivering tailored solutions, and ensuring our offerings align with the UAE’s national and sector‑specific priorities.
As a Business Development Manager, you will be responsible for developing a strong pipeline, shaping new opportunities to deliver profitable and sustainable growth, and promoting Serco as a recognised, high‑quality, and reliable service provider to prospective clients and key stakeholders.
This position sits within the Growth, Business Development and Solution Design team and will be based at our corporate office in Dubai.
Key Accountabilities
• Conduct market analysis to understand the addressable market, identify opportunities, and determine priority clients to target.
• Generate new business and organic growth opportunities within the UAE.
• Develop and maintain relationships and partnerships across the UAE market to support our growth ambitions.
• Work with Business Units to lead the shaping and design of new market‑facing value propositions.
• Support the development of new products and service offerings, while strengthening our existing USPs.
• Provide guidance and support in the development of appropriate solutions during bidding, working closely with SMEs and the Bid team.
• Create, lead, and implement a structured client engagement programme that provides a clear framework for the sales team.
• Drive business growth by identifying, developing, and closing profitable opportunities in the UAE, ensuring revenue and profit targets are met.
• Build and maintain strong relationships with government entities, private‑sector stakeholders, partners, and international organisations.
• Lead market analysis, monitor trends, and develop innovative strategies—including partnerships, joint ventures, and new business models—to position Serco competitively.
• Represent Serco at senior levels, industry events, and client engagements, delivering proposals and value propositions that build trust and credibility.
• Ensure compliance with governance requirements, local laws, and reporting standards while maintaining accurate pipeline data.
• Collaborate with internal teams and partners to design, package, and deliver compelling market propositions with clear ROI.
• Support and lead bid processes to ensure high‑quality, competitive submissions aligned with customer needs and Serco’s standards.
Specific Requirements
• Minimum of 10 years’ experience in business development or solutions management in the region, preferably within the UAE.
• Proven experience operating in the Middle East market, particularly within the UAE.
• Strong understanding of the sectors relevant to the business development remit.
• Graduate‑calibre candidate, preferably holding a relevant bachelor’s degree from a reputable institution.
• Extensive bidding, business development, and commercial experience, having worked on large and complex business opportunities.
• Exceptional interpersonal and negotiation skills.
• Strong analytical and problem‑solving abilities.
• Proficiency in English; Arabic language skills are preferred.
• Strong knowledge of the UAE market, with an established network that supports growth ambitions.
• Demonstrated ability to lead cross‑functional teams and manage complex projects.
